In 1982, he was transferred to the Defense Language Institute in Monterey, California, where he studied Russian for a year. In 1983, he was transferred to Fort Meade in Maryland, where he worked with the National Security Agency. What Williams did there is unclear, due to the sensitive nature of intelligence work, but he performed a variety of intelligence tasks. He landed on a ship when Grenada was attacked.

After three years aboard a submarine, Williams, now a full commander, was promoted to supervising cryptologic officer at the Naval Support Unit at Fort Meade. As he consulted with his staff he discovered a gift for public speaking. In 1988, he started informal counseling for wives and families of missionaries in his order. He was then asked to speak to a local group of children in Kansas City, Missouri, about the importance of leadership and how to overcome obstacles on the way to success - thus beginning a three-year career as a motivational speaker.

Williams traveled the country speaking to more than three million young people across the country and gave up his sea commission to engage in full-time behavior. He left the Navy with the rank of lieutenant and received the Navy Victory Medal, Meritorious Service Medal and Navy Commendation Medal. In addition, he has reached out to thousands of parents, educators and business leaders, encouraging them to work together to address youth issues, trends and encourage young people to reach their highest potential.
